What Does A State Of Emergency Mean? A Look At Chemung County

CORNING, NY (WSKG) - Several counties across the region are under a state of emergency due to concern over COVID-19, but what does that actually mean?

“The state of emergency was enacted for one reason and one reason only—to stop mass gatherings, basically,” said Chemung County Executive Chris Moss, speaking this week.

Moss explained that a state of emergency allows municipalities broader authority to close offices and amend hours and personnel schedules throughout the county.

Meanwhile, local businesses made adjustments as well. Restaurants and bars are closed to dine-in customers, however, Moss urged residents to continue to order takeout while the restrictions are in place.

“Those restrictions are going to be financially devastating to some of these smaller restaurants," Moss said. "So if you can afford to do so and eat out once a week, I know a lot of the restaurants we've been in contact with do plan on having takeout or having delivery.”

Moss also emphasized that, as of Tuesday, there were no cases of COVID-19 in the county and that it needed access to additional tests. He said they are working to secure more.
