ROCHESTER, NY (WXXI) - Heavy rains, particularly in the Southern Tier, caused flooding problems from Wednesday night into early Thursday morning.

Steuben County on Wednesday night ordered the south side of the Village of Addison to be evacuated, as it borders Tuscarora Creek.

Steuben County and Village of Addison officials advised those residents to not to return to their homes until public safety, code enforcement, and utility crews can inspect damage after daybreak.

This comes as the National Weather Service estimated that flooding of Tuscarora Creek would exceed historic levels, potentially topping the levy.

A Red Cross emergency shelter was established at the Corning-Painted Post High School at 201 Cantigney St., in Corning.

Due to widespread flash flooding, Steuben County declared a state of emergency on Wednesday night.

Early Thursday morning, officials said the state of emergency for the Towns of West Union, Woodhull, Troupsburg, Tuscarora, Greenwood, Canisteo, Hornellsville, Jasper, and Addison remains in effect until further notice.

Director of Public Safety in Steuben County, Tim Marshall, said that many roads are closed, damaged, and covered with debris. He said that public works crews will be working throughout the morning to inspect damage and restore safe passage and he advised residents to stay off the road to ensure that this work can be accomplished safely.

The Steuben County Facebook page has some details on the emergency situation.

A flood warning was in effect for parts of Ontario and Steuben counties into early Thursday morning.
