Evacuees wait for the arrival of 2018’s Hurricane Florence inside a North Carolina school shelter. Many coastal states have long-standing shelter shortages. That’s being exacerbated this year by recommendations from the American Red Cross and the Centers for Disease Control and Prevention to give evacuees up to three times more personal space to allow for social distancing.
