Last month, a New York appeals court agreed with a lower court's ruling and rejected the previous district map, requiring the legislature to draw it again.

In its last session of 2022, the Republican-held county Legislature agreed to a measure to increase the pay for the county executive, and tie elected positions’ salaries to inflation.

The proposed agreement between Broome County and Centers for Care, a large health care company, has some legislators concerned.

“It wasn’t inclusive and they didn’t listen to any of the needs of people of color."

Many of the protesters who spoke during the hearing criticized the budget proposal for adding two new sheriff positions and keeping the budget for the Broome County jail at more than $29 million.

“We have waited long enough for the federal government to act, and we are going to come up with our own plan.”

Supporters say the law protects first responders while opponents worry about it will be abused.
