Gov. Kathy Hochul said the storm affected 11 counties, from the Southern Tier to the North Country.

Broome County is in a State of Emergency, as an April storm has dropped over a foot of snow and left thousands without power.

“Over 85 families are depending on this food for their Christmas dinners, so we are very concerned about being able to get the plowing done."

Broome County announced a travel ban for all non-essential vehicles early Thursday morning. It will continue indefinitely until the roads are cleared.
